QUORUM

Hon. Temporary Speaker (Hon. David Ochieng’):

In view of what is going on, I order that the Quorum Bell be rung for 10 minutes. (The Quorum Bell was rung)

The Temporary Speaker (Hon. David Ochieng’):

Hon. Members, Wednesday mornings are set for private Members’ business. It is very disappointing that we have rung the Bell and run our time. Where are the Whips of the Majority and Minority Parties? We cannot see them. They are both not here.

(Loud consultations)

Order, Hon. Members. It is so disappointing that every single Wednesday morning, when we are supposed to prosecute private Members’ Bills and Motions, we have to scrape through quorum. It is so disappointing. We have no choice this morning but to adjourn the House. I do not see the Whips of the Majority and Minority Parties in the House. I am being told that there are Committees sitting at this time. This is not what we are supposed to do as a House. I adjourn the House with a very heavy heart. It is one year to elections and we have business to transact; it is not done like this.

Hon. Members, you may be upstanding. Stop the Quorum Bell.
