COMMISSION (PSC)

THAT, AWARE THAT, the Public Service Commission has provided internship opportunity to many youths in various government Departments and Agencies for a period not exceeding one year pursuant to Guidelines on Management of the Public Service Internship Programme of October, 2019;

APPRECIATING THAT, since its inception, the internship programme in Kenya has been instrumental in providing practical experience to graduates, enhanced employability, offered networking opportunities and has on a number of occasions led to full-time jobs to graduates;

CONCERNED THAT, internship opportunities are limited in number, skewed in distribution across government Departments and Agencies, lack clear pathway to permanent employment, have inadequate opportunities for skill development due to the short duration that they are offered and that the stipend offered to PSC interns is insufficient with an average stipend ranging from Ksh. 15,000 to Ksh. 30,000 per month which is not sustainable especially to interns living in major cities like Nairobi, Mombasa and Kisumu where the cost of living is too high;

NOW THEREFORE the Senate resolves that the Cabinet Secretary for Public Service and Human Capital Development in consultation with the Public Service Commission reviews the Guidelines to the Public Service Internship Programme of October, 2019 with a view to: -

1. 1. increase the stipend offered to interns to cushion them against the

high cost of living; and

1. 2. put in place mechanisms to promote and reward innovation by interns.

THAT, the Senate notes the Report of the Proceedings of the Parliamentarians’ Dialogue at the Africa Climate Summit, 2023 held in the National Assembly Chamber, Parliament Buildings, Nairobi, on 3rd – 6th September, 2023, laid on the Table of the Senate on Wednesday, 2nd October, 2024.

COMMITTEE OF THE FORUM OF PARLIAMENTS OF THE MEMBER STATES

OF THE INTERNATIONAL CONFERENCE ON THE GREAT LAKES REGION

(FP-ICGLR) HELD IN KINSHASA, DEMOCRATIC REPUBLIC OF CONGO (DRC)

FROM 22ND TO 24TH JANUARY, 2025

THAT, the Senate notes the Report of the consultative meeting of the Executive Committee of the Forum of Parliaments of the Member States of the International Conference on the Great Lakes Region (FP-ICGLR) held in Kinshasa Democratic Republic of Congo (DRC) from 22nd to 24th January, 2025, laid on the Table of the Senate on Tuesday, 23rd September, 2025.

1. 11. MOTION - ESTABLISHMENT OF NATIONAL TEACHING AND REFERRAL

HOSPITALS IN KENYA

THAT, AWARE THAT Article 43 (1) (a) of the Constitution of Kenya provides that every person has the right to the highest attainable standard of health, including reproductive health care;

NOTING THAT in Kenya, we have five National Teaching and Referral hospitals with Kenyatta University Research and Teaching Hospital in Kiambu County and Moi Teaching and Referral Hospital in Eldoret, Uasin Gishu County being the only ones outside Nairobi County; ………./Motion

CONCERNED THAT the bed capacity, medical equipment and human capital in these National Teaching and Referral hospitals are not sufficient to absorb all the patients seeking specialized treatment;

FURTHER CONCERNED THAT many Kenyans with critical health conditions travel long distances in order to access specialized services in Moi Teaching and Referral Hospital in Eldoret or Nairobi where the other four National Teaching and Referral hospitals are located, leading to high cost of travel, augmented disease and in some cases deaths along the way;

NOW THEREFORE the Senate urges-

1. 1. The Ministry of Health to:

i. Establish National Teaching and Referral hospitals in the Coast, Eastern, North Eastern, Nyanza and Western regions; and

ii. Fully equip the National Teaching and Referral Hospitals with modern medical equipment, medical supplies and personnel; and

2. The County Governments to allocate more funds to their respective health dockets to adequately facilitate their County Level 5 and Level 6 hospitals in order to enhance provision of critical health services to reduce the demand for such services from the National Teaching and Referral Hospitals.

THAT, pursuant to Standing Order 111 (1), the Senate resolves that debate on a Motion not sponsored by the Majority or Minority Party or a Committee shall be limited in the following manner: -

A maximum of three hours with not more than twenty minutes for the Mover, twenty minutes for the Majority Party Official Responder, twenty minutes for the Minority Party Official Responder and fifteen minutes for each other Senator speaking and that fifteen minutes before the time expires, the Mover shall be called upon to reply.

QUESTIONS

Question No. 113 The Senator for Kisumu County (Sen. (Prof.) Tom Ojienda, SC, MP) to ask the Cabinet Secretary for Labour and Social Protection:

a) Could the Cabinet Secretary explain the rationale behind discharging workers in State-owned industries, particularly in strategic sectors such as sugar and textile industries, and how these decisions comply with Articles 41 and 43 of the Constitution on fair labour practices and the right to social and economic security, respectively?

b) Could the Cabinet Secretary confirm the number of workers affected by the restructuring carried out in Kisumu County, especially in Chemelil, Muhoroni and Miwani sugar companies, and clarify whether they have received full severance benefits, pensions and gratuities without undue delay?

c) Did the Ministry conduct socio-economic impact assessments before approving the releases, and if so, table the reports and indicate the mitigation measures for affected households and host counties?

d) What immediate programmes has the Ministry introduced to reskill, redeploy or otherwise safeguard the livelihoods of the affected workers, and how the effectiveness of these programmes is being monitored?

e) How does the Government intend to reconcile fiscal reforms with its constitutional duty under Article 232 of the Constitution on transparency, accountability and responsiveness, to prevent economic dislocations in counties that rely on State-owned industries?

Question No. 098 The Senator for Kirinyaga County (Sen. James Murango, MP) to ask the Cabinet Secretary for Health:

a) Could the Cabinet Secretary provide a list of all public health facilities in Kirinyaga County that have been issued with title deeds, as well as those that have not?

Question No. 103 Nominated Senator (Sen. Tabitha Mutinda, MP) to ask the Cabinet Secretary for Health:

a) What is the current annual budget allocation for the Linda Mama Programme, and how are the funds distributed across counties and public health facilities, including a breakdown of allocations from financial year 2024/2025 to date under the Social Health Authority (SHA)/Social Health Insurance Fund (SHIF)?

b) Has the benefit package of Linda Mama changed following its transition under SHIF, and if so, what are the specific changes in coverage, benefit amounts for normal and caesarean deliveries and eligibility criteria?

c) What safeguards are in place to ensure that funds allocated to Linda Mama are used exclusively for maternal and child health services, and that indigent mothers, especially in rural and marginalized areas, receive full benefits without undue delays?

d) What steps has the Ministry taken to ensure access to Linda Mama services in under-resourced or understaffed health facilities, and how is it addressing barriers faced by mothers in remote or hard to reach areas under the SHIF structure?

e) Could the Ministry provide evidence of outcomes achieved through the Linda Mama Programme since its inception, particularly in relation to reductions in maternal and neonatal mortality rates?

Question No. 117 The Senator for Kisumu County (Sen. (Prof.) Tom Ojienda, SC, MP) to ask the Cabinet Secretary for Health:

a) Has the Ministry established the exact amount of money lost to fraudulent claims under the Taifa Care healthcare scheme from the recently concluded forensic review and digital audit by the Ministry of Health, and if so, could the Cabinet Secretary disclose the amount and outline the steps being taken to recover the lost funds?
