The Senate resolved on 13th February, 2025 as follows: -

THAT, pursuant to Standing Order 111 (1), the Senate resolves that debate on a Motion not sponsored by the Majority or Minority Party or a Committee shall be limited in the following manner: -

A maximum of three hours with not more than twenty minutes for the Mover, twenty minutes for the Majority Party Official Responder, twenty minutes for the Minority Party Official Responder and fifteen minutes for each other Senator speaking and that fifteen minutes before the time expires, the Mover shall be called upon to reply.

Question No. 008 The Senator for Migori County (Sen. Eddy Oketch, MP) to ask the Cabinet Secretary for Water, Sanitation and Irrigation:

a) Could the Cabinet Secretary provide a list of landowners who granted wayleave for the Lower Kuja Irrigation Development Project in Nyatike Sub- County, Migori County, and indicate the respective amounts due to each as compensation?

b) Why has the Government not paid out compensation to them, years after the project commenced, and could the Cabinet Secretary indicate the timelines for the same?

c) Could the Cabinet Secretary also explain the inordinate delay in completing the project?

Question No. 009 The Senator for Makueni County (Sen. Daniel Maanzo, EBS, MP) to ask the Cabinet Secretary for Water, Sanitation and Irrigation:

a) Could the Cabinet Secretary provide an update on the status of the construction of Thwake Dam in Makueni County, and explain why construction works have stalled?

b) What measures has the Government put in place to ensure the timely completion of the dam, and could the Cabinet Secretary give the timeline?

Question No. 024 The Senator for Kisumu County (Sen. (Prof.) Tom Ojienda, SC, MP) to ask the Cabinet Secretary for Defence:

a) Could the Cabinet Secretary clarify whether the Kenya Defence Forces (KDF) monitors the security situation within the country, and indicate the state of preparedness of KDF to address potential instability or civilian unrest?

Question No. 007 The Senator for Migori County (Sen. Eddy Oketch, MP) to ask the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development:

a) Could the Cabinet Secretary explain the failure, by the former Kenya Cooperative Creameries (KCC) and, now, by the New Kenya Cooperative Creameries (New KCC), to pay terminal dues to former employees of KCC whose contracts were terminated in the year 1999?

b) When can the affected former employees expect to receive their terminal dues?

c) Could the Cabinet Secretary also indicate whether the former employees have received payment for the cooperative society shares they held as at the time of their exit from KCC, and if not, provide reasons for the same?

Question No. 042 Nominated Senator (Sen. Veronica Maina, MP) to ask the Cabinet Secretary for Co-operatives and Micro, Small and Medium Enterprises (MSMEs) Development:

a) What immediate plans does the Ministry have to revive Kimuri Coffee Factory in Kairi Village, Kahumbu Ward in Kigumo Constituency, which is critical for the economy of the residents of the area?

b) Could the Cabinet Secretary state the specific timelines for the revival, and indicate the resources allocated for that purpose?

c) What measures does the Ministry have for long-term sustainability and economic viability of the factory?
