Jared Odoyo Okelo

Thank you very much, Hon. Temporary Deputy Chairman. Basically, I do not see a big variance in these two arguments between the Leader of Majority emeritus and the current Leader of the Majority Party. However, it cures a real malady. Firstly, we are transiting from an Authority to a Service....

On a point of order, Hon. Temporary Deputy Speaker. The Temporary Deputy Chairman (Hon. Christopher Omulele) : There is nothing out of order, Hon. Odoyo. You have had your say. Let others also speak. Let us have Hon. Kamket. Let us have Hon. Kizito.

Thank you, Hon. Temporary Deputy Speaker. Hon. Duale is a bit jittery. I also thank the Committee on Delegated Legislation headed by the serious, Hon. Kamket. Scrap metal industry has thrived for a long period of time and created employment opportunities to hundreds of thousands of our people. What we...

Hon. Temporary Deputy Speaker, I join my colleagues in thanking PIC for coming up with such a Report. It is startling with various revelations quite unknown to Kenyans. On the same breath, let me thank the Committee Chair, the indomitable outgoing MP of Mvita who is now poised, barring any...

I thank you, Hon. Temporary Deputy Speaker. I was making reference to the startling revelation by the Committee on how money was being siphoned using Government agencies, with certain companies being registered abroad while the real owners are Kenyans who live here. It startles everybody how a project of this...

I thank you, Hon. Speaker. I miss my youth! How I wish we would roll back the clock. On behalf of my Chairman for the Special Funds Accounts Committee, Hon. Kathuri Murungi, his Vice-Chair, Hon. Chepkut, together with the members of this Committee - I have been appointed the agent...

Thank you very much, Hon. Speaker. On behalf of the Chairperson, ole Kenta, and Members of the Select Committee on Implementation, I have two Papers to lay before the House. I beg to lay the following Papers on the Table of the House: Sixth Report of the Select Committee on...

Thank you, Hon. Speaker for the opportunity. I also join my colleagues in expressing my concern that a Supplementary Budget II is coming at such a suspicious moment when we have already started debating the annual estimates and will be passing it soon. Therefore, during electioneering period such as this,...

Thank you, very much, Hon. Speaker. I join you and my colleagues in immortalising our departed colleague. Just as you have said, Hon. Kamoti did not present himself as a politician, the bravado that is constantly expressed by Members of this House was far off in his radar. I remember...

Hon. Speaker, in the same breath, allow me to join you in welcoming our beautiful girls from Ogande Girls, which is an infamous school known for its academic prowess and we…

Well, famous and infamous mean the same thing just like flammable and inflammable. I welcome them to the august House. As my sister Gladys Wanga has said, the incoming First Lady of the Republic of Kenya, Mama Ida Odinga schooled there. So, it is a testament that this is not...

Thank you very much and allow me to join my sisters, Hon. Wanga, Hon. Millie and all the indomitable women in this House, to welcome Koru Girls Secondary School that is in this House today. Koru Girls is in Muhoroni Constituency and Nyando is the immediate neighbour to the southern...

Hon. Temporary Deputy Speaker, the Judiciary has been allocated Kshs18 billion at a time when we are going to have a myriad of election petitions pending before various courts right from the magistrates courts all the way to the apex court, the Supreme Court. How I wish that we would...

Thank you very much, Hon. Speaker. I remember the Chief Justice Emeritus, Mr. Mutunga, did say that our Constitution should be progressive. He said this when he was addressing the issue of gender. He said that we should be having an incremental view in each and every electoral cycle that...

Thank you, Hon. Temporary Deputy Chairman. I am in agreement with the Committee’s proposal. We have just opened it a little wider to incorporate the civil society or the NGOs at the same time denying them an opportunity to have an officer recognized in law through this Bill. So, I...

Hon. Temporary Deputy Chairman, I am in agreement with Hon. Millie’s definition of what parent or parenthood is. The mere fact that those who are taking custody of a child have been left out of this definition, is very good. They are guardians so to speak. Whoever coined that definition...

I thank you very much, Hon. Temporary Deputy Speaker. I want to take this opportunity, even as I second, to underscore a few points around this Motion that has been advanced by the Committee on Members’ Services and Facilities. If there is anything that we have learnt from the coronavirus...

Thank you, very much, Hon. Temporary Deputy Speaker. My sister, Hon. Esther Passaris, has raised a pertinent concern on the issue of demolitions. I want to believe that even though that happened, sufficient notice was given. Additionally, this should not turn to be economic sabotage at a time when we...

I thank you, Hon. Temporary Deputy Chairlady. Besides what he has stated which is a code, there will also be a signature which will be superimposed onto that document. Together with other security features, it will pass as an authentic document.

Yes, Hon. Temporary Deputy Chairlady. In areas where there is forgery, that is criminal. We have procedures of settling down criminal activities. The electronic signature is not a new phenomenon. It has been in existence since the advent of computer systems. It is recognised in law. Therefore, my brother, Hon....

Hon. Temporary Deputy Chairlady, on MDA’s and other Government agencies, in terms of recruitment, there is a Mwongozo, which is a document to be adopted by these agencies while doing recruitment. “Competitive” is a word that clearly appears there. It could have been an inadvertent omission which has since been...

Hon. Temporary Deputy Speaker, it only buttresses the relevance of the same thing. It is semantics. When you talk about advanced relevant degree, it only means that it has been upped. It is the first degree yes, but on this particular case, to make it more competitive, we are asking...

Thank you, Hon. Temporary Deputy Chairlady. This is a very important aspect of this Bill because, firstly, it will be user-friendly and that is why we are putting emphasis on it. It will be simple to use so that even those who are not as endowed with computer skills are...

I thank you, Hon. Deputy Chairlady. My friend can sometimes be funny. Article 260 of our Constitution has delineated who qualifies to become a State Officer or a Public Officer. We are guided by Chapter Six of our Constitution on Leadership and Integrity. If the Leadership and Integrity Act is...

I thank you very much for the opportunity, Hon. Temporary Deputy Speaker. I also thank my Committee together with its secretariat for burning the midnight oil. The leadership of this House, headed by the Leader of the Majority Party and the Leader of the Minority Party, has taken us through...

Thank you very much, Hon. Deputy Speaker. It is true that diaspora remittances to this country is annual, and looking at 2021, it was over Kshs300 billion. Last year in December, it hit the highest record ever at Kshs39.7 billion in just one month. Therefore, when the diaspora brings a...

Thank you, Hon. Speaker. I want to support this Petition by Mr. Gaya, of North Karachuonyo. It is true that the area, which I know very well, deserves hardship allowance. I am aware that there was a multi-agency approach by the national Government that was led by the Public Service...

Hon. Speaker, I thank you for giving me the opportunity, and I regret taking you back. As you were reading the ruling, I was pricked to say something; and that is by applauding you for such a very important ruling that you have come up with. We had found ourselves...
