Every figure is read from the Programme-Based Budget Book’s “Summary of Expenditure by Vote and Category” table. A year is only published when its votes sum exactly to the total the book itself prints, so a misread figure keeps the whole year out rather than showing you a wrong one. Exchequer issues and expenditure come from the Controller of Budget's vote annexes; "Not reported" means the Controller stated no figure — never that nothing moved.
What this page does not tell you
- What it was spent ON. These are vote-level totals. The programmes and projects beneath them are a separate claim from a separate table.
- Why issued and spent can differ. An institution may spend appropriations-in-aid it collects itself, which were never issued from the exchequer, so expenditure legitimately exceeds issues for some votes.
- Whether it was spent well. That is the Auditor-General’s question, not the Budget Book’s.
