Read the source, not a summary of it

Every row opens a plain-language brief and, beside it, a link to the document exactly as its publisher issued it. Nothing here is retyped or paraphrased into the record.

How dates and titles are handled here

Issued is when the document itself was made. Published by the source is when the publishing body put the file on its own website. They are different facts and are never merged: most repository listings state only the second, so Issued is left blank rather than guessed at.

Where a document prints its own heading, that printed heading is what appears here, with the catalogue title kept behind it as provenance. Where the source prints its date in an unusual form — 1997, 0198 — it is shown exactly as printed.
