LIMITATION OF DEBATE

The House resolved on Wednesday, October 12, 2022 as follows-

Limitation of Debate on Motions I. THAT, each speech in a debate on any Motion, including a Special Motion shall be limited in the following manner:- A maximum of three hours with not more than twenty (20) minutes for the Mover and ten (10) minutes for each other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen (15) minutes each, and that ten (10) minutes before the expiry of the time, the Mover shall be called upon to reply; and that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.

Limitation of Debate on Bills sponsored by Committees or Parties

THAT, each speech in a debate on Bills sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party shall be limited as follows:- A maximum of forty five (45) minutes for the Mover, in moving and fifteen minutes (15) in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee (if the Bill is not sponsored by the relevant Committee), and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen minutes (15) each (if the Bill is not sponsored by either of them); and that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.

THAT, each speech in a debate on any Sessional Paper shall be limited as follows:- A maximum of two and a half hours, with not more than twenty (20) minutes for the Mover in moving and five (5) minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party and the Chairperson of the relevant Committee (if the Sessional Paper is not moved by the Chairperson of the relevant Committee), and that ten (10) minutes before the expiry of the time, the Mover shall be called upon to reply; and further that priority in speaking shall be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.

Amina Udgoon, MP) to ask the Cabinet Secretary for Information, Communications and the Digital Economy: - (i) What action is the Government taking to avert the resultant effects of deregistration of Subscriber Identity Module (SIM) cards undertaken on 15th October, 2022 across the country, and in particular in ASAL areas, where mobile cash transfers for the elderly, mobile and online banking, distribution of relief food and security may have been severely affected? (ii) What measures has the Government taken to conduct public participation and sensitization activities across the country, and in particular in ASAL regions, on the importance and procedure for registering sim cards? Caleb Amisi, MP) to ask the Cabinet Secretary for Lands, Public Works, Housing and Urban Development: - (i) Could the Cabinet Secretary provide a report of the ownership status of the parcel of land LR No. 5004/30/R (also LR NO. 27742) currently occupied by the Kwale International Sugar Company, detailing the acquisition process of the said land and valid ownership?

(ii) Could the Cabinet Secretary provide the governance and administrative structure of Kwale International Sugar Company, including providing the CR12 list of Directors?

(iii) Could the Cabinet Secretary explain the measures the Government is putting in place to compensate or settle the squatters occupying the 5,816 acres of the said piece of land?

(i) Could the Cabinet Secretary explain the criteria used by the Ministry to categorize some regions as Arid and Semi-Arid Lands (ASALs)? (ii) Could the Government consider reviewing the criteria used and categorize Buuri Constituency as an Arid and Semi-Arid region considering that the aridity index is high in most parts of Buuri Constituency? (i) Could the Cabinet Secretary explain the mitigation measures and interventions taken by the National Drought Management Authority and other relevant government agencies to address the current drought situation in the country especially in the ASAL counties? (ii) Could the Cabinet Secretary explain the extent to which the country has been affected by the ongoing drought, state the number of people in need of humanitarian assistance and provide the level of funding by the government for humanitarian aid? (iii) Could the Cabinet Secretary further provide the specific challenges faced in availing aid to the affected population, and detail the roles played by different stakeholders, including but not limited to, the government, the United Nations and international partners?
