THAT, pursuant to the provisions of Standing Order 24(6), the thanks of this House be recorded for the exposition of public policy contained in the Address of H.E. the President delivered in Parliament on Thursday, 20th November 2025 and further, that this House notes the following Reports submitted by H.E. the President in fulfillment of the provisions of Articles 132(1)(c) and 240(7) of the Constitution, laid on the Table of the House on Tuesday, 25th November 2025— (i) The 12th Annual Report on the Measures Taken and Progress Achieved in the Realization of National Values and Principles of Governance;

(ii) The 12th Annual Report on the Progress made in Fulfilling the International Obligations of the Republic of Kenya; and,

(iii) The Annual Report to Parliament on the State of National Security.

LIMITATION OF DEBATE

Limitation of Debate on the Address by the President THAT, debate on a Motion on the Address by H.E. the President under Article 132(1) of the Constitution be limited as follows: A maximum of thirty (30) minutes for the Mover in moving, twenty (20) minutes for the Leader of the Minority Party, and ten (10) minutes each to the Chairperson of the Departmental Committee on Justice & Legal Affairs to speak on the report submitted under Article 132(1)(c)(i) of the Constitution relating to the realisation of national values; the Chairperson of the Departmental Committee on Defence, Intelligence & Foreign Relations to speak on the report submitted under Article 132(1)(c)(iii) of the Constitution relating to the progress made in fulfilling the international obligations of the Republic; and the Chairperson of the Departmental Committee on Administration & Internal Security to speak on the report submitted under Article 240(7) of the Constitution relating to the state of the security of the Country; and five (5) minutes for any other Member speaking, and that ten (10) minutes before the expiry of the time, the Mover shall be called upon to reply.

085/2025 The Member for Yatta (Hon. Robert Basil, MP) to ask the Cabinet Secretary for Interior and National Administration: -

Could the Cabinet Secretary provide reasons for the omission of administrative units in Yatta sub-county from Gazette Notice No. 1766 dated February 2024, despite the timely and proper submission by the residents of Yatta?

086/2025 The Member for Ndhiwa (Hon. Martin Peters Owino, MP) to ask the Cabinet Secretary for Interior and National Administration: -

Could the Cabinet Secretary— (i) explain why Kenyan fishermen pay a certain fee to Ugandan Forces at the Lake Victoria so as to fish, failure of which leads to them being harassed, detained and their fishing equipment such as boats or fishing gears confiscated?

(ii) provide a report on the number of boats and fishermen detained in Uganda since September 2024?

(iii) clarify whether there is a boundary line between Kenya and Uganda for Lake Victoria and indicate the security measures taken to protect Kenyan fishermen from harassment and exploitation by Uganda Forces?

088/2025 The Member for Vihiga County (Hon. Beatrice Adagala, MP) to ask the Cabinet Secretary for Interior and National Administration: -

Could the Cabinet Secretary—

(i) explain the progress of investigations into the death of Ms. Zaitun Kavaya of ID No. 10615298 at Mpuuga Apartments in Kilimani, Nairobi, including whether her employers claimed to be involved in her death have been arrested and charged?

(ii) state the measures put in place to guarantee justice and protection for the immediate family of Ms. Zaitun Kavaya especially considering reports that only Ksh. 160 was recovered from her belongings casting doubt on the theft allegations levelled against her?

089/2025 The Member for Tharaka (Hon. George Murugara, MP) to ask the Cabinet Secretary for Interior and National Administration: -

Could the Cabinet Secretary— (i) explain the circumstances under which the National Police Service allocated only two (2) police recruitment slots to Tharaka West sub-county, despite it being a fully established and gazetted sub-county while other sub-counties in the country have been allocated significantly more slots?

(ii) outline the measures the National Police Service is taking to address and rectify this apparent anomaly in the allocation?

(iii) state whether Tharaka West sub-county will be allotted its fair and equitable share of police recruitment slots and indicate the expected timeline for the recruitment?

090/2025 The Member for Turkana North (Hon. Ekwom Nabuin, MP) to ask the Cabinet Secretary for Interior and National Administration: -

Could the Cabinet Secretary— (i) explain why Turkana North was allocated eight (8) slots for recruitment of police officers but only five (5) individuals were recruited and the reasons for the inclusion of a non- local recruit whose identity cannot be verified by the local administration?

(ii) outline the measures being taken to ensure gender parity during recruitment exercises of the national police force and compliance by the relevant agencies?

(iii) indicate the safeguards put in place to prevent irregularities in recruitments of the national police service?
