Funds spent by National Government contrary to Article 223 of the Constitution

The Committee went through this Petition, listened to the petitioner and several witnesses; and it was clear that funds were spent outside Article 223 of the Constitution. It was noted that in the last 20 days of the former regime, over Ksh14 billion was hurriedly approved and paid without the authority of the Controller of Budget and the Auditor-General.
