Responsibility for incomplete Marsabit Stadium

The Marsabit Stadium was built by both the county government and Sports Kenya. One side of the Stadium is complete while the other is still lagging. Who takes responsibility for such unfinished projects? You have closed spaces for youngsters and the community of Marsabit Town. How long are such projects likely to take?
