Phylis Bartoo, MP) to ask the Cabinet Secretary for Education: - Could the Cabinet Secretary – (i) State the criteria applied by the Ministry to qualify an area, locality or even Constituency as a hardship area? (ii) explain why Moiben Constituency has not been gazetted as a hardship area and what efforts are in place to ensure that teachers employed in the Constituency benefit from hardship allowance?
