The Member for Suba South (Hon. Caroli Omondi, MP) to ask the Cabinet Secretary for National Treasury and Economic Planning: - Could the Cabinet Secretary— (i) provide a report including tabulation of the utilization of Ksh. 65,778,448,646 approved by the House on 14th September 2023 under the Memorandum by the National Treasury and Economic Planning on Action Plans to Revive and Commercialize State owned Sugar Companies for purposes of writing off debts owed by the following state-owned sugar mills as of when they were leased: - (a) Chemelil Sugar Company; (b) Muhoroni Sugar Company; (c) Miwani Sugar Company; (d) Nzoia Sugar Company; and (e) South Nyanza (SONY) Sugar Company? (ii) clarify whether the accumulated loan of Kshs. 862,328,980 principally acquired by SONY Sugar Company Limited under the Commodities Fund, was part of the debts covered in the Memorandum by the National Treasury and Economic Planning on Action Plans to Revive and Commercialize State owned Sugar Companies? (iii) explain the reasons why the National Treasury is yet to offset the SONY Sugar Company Limited loan principally acquired under the Commodities Fund, despite approval of Ksh. 1,391,366,940 for purposes of offsetting loans owed by the firm to Government and Kenya Sugar Board/Commodities Fund? (iv) provide the timelines for settling SONY Sugar Company Limited debt so as to protect public assets owned by the Company from being attached to recover the debts?
